Dr. Lu Yingchi is currently the Director of the Institute of Traffic and Transportation. In June 2009, he graduated from Taiwan University with a major in Traffic Engineering. While working at Taiwan University, he was a Post-Doctoral Researcher at the Department of Civil Engineering. His scholarly interests cover Bus Rapid Transit (BRT), Transportation Planning and Management, Intelligent Traffic Technology Applications, and Advanced Public Transportation System(APTS). He has presided over and participated in many academic and practical research programs. He has over 20 academic papers published in relevant international journals and proceedings, with one SCI indexed, three EI indexed, and one on a first-class Taiwan journal.

Dr. Lu once was in charge of Taiwan Highway Public Transportation Development Office with the qualification of International Project Management Professional (PMP). When working at the Taiwan Highway Public Transportation Development Office, he served as a project manager and assisted in the public transportation development policies of Taiwan.
